What makes input match the “?” rule?

I assume matching input that starts with what, where, why etc. are key but can the software also recognize examples like tell me why X and ignore statements like That’s why X

chatscript has basic abilities for questions in the engine.

“Tell me why” and other Commands that are like questions are not in the engine. But I use a preprocessing script topic to look for such things and mark them as questions via script.
